Sample Schedule


Please note, the following is the 2005 delegate schedule. This has been made available to demonstrate how much is packed into a statesman's day from Sunday to Friday. The schedule for this year's session may be made available prior to the Father's Day arrival of the delegates, however all delegates will not receive their copy of the final schedule until their arrival to Rider University.

DAILY SCHEDULE

SUNDAY, JUNE 19th

7:00 AM                                Breakfast for Staff. To be announced.                                           

8:30-10:00 AM                    Registration in Cavalla Room, Bart Luedke Center. Elect EBO's and Guide-on Bearer at this time. Upon arrival delegates should read the following in The Manual ("New Jersey and Its Government"): Pages 4 - 13, Introduction to ALJBS and Municipal Government; Pages 46 - 48, Political Parties and Elections in New Jersey; Pages A22 - A25, ALJBS Municipal Party Constitution and By-laws; Political Rules (found in Delegate Schedule).

10:30 AM                              Orientation of all delegates in City Lounge by Senior City Counselor.

11:55 AM-1:20 PM             Lunch by posted schedule. Orientation to be continued in spare time before and after lunch. Cities should arrive 5 minutes prior to their scheduled mealtime.

 

1:30- 3:00 PM                      General Assembly in Cavalla Room, Luedke Center. Welcome to statesmen, presentation of colors, introduction of staff, select party advisors, types of municipal government, and selection of city description. EBOs should pick up petitions for municipal offices from their city counselors after this meeting. Speakers include ALJBS Director Bill Wilkins; American Legion Dept. of NJ Commander Joseph Guglinuzza (2005-2006); Dr. Ernest Reock (Retired Director of Governmental Studies, Rutgers University); Jeremy Minarcik (Dean of Staff, Selection of City Descriptions); Zoltan Golanyi, Ray Vanden Berghe, David Bagatelle, Jeremy Minarcik, Jon Prober, Ryan Peene (Political Advisors).

                                               

IMPORTANT:                     IMMEDIATELY FOLLOWING THE ASSEMBLY, ALL GUIDE-ON BEARERS ARE TO REPORT TO ASSISTANT DIRECTOR CHUCK REILLY IN THE BACK OF BART LUEDKE CENTER WITH THEIR GUIDE-ON FOR INStrUCTIONS.

 3:00 PM                               All delegates elected City Editor for the ALJBS Newspaper, "The Jersey Statesman" should stay after this meeting in the Alumni Gym for a meeting with Publisher Paul Lasky.

3:00 PM                                EBOs should pick up petitions for city offices from the City Counselors immediately after the Assembly and turn their names in at the Political Desk located in the Luedke Center no later than 5:15 today (Sunday).

3:10-4:00 PM                       Continue orientation of City at City location.

4:00-5:30 PM                       Cities meet in City Lounge or designated location to discuss and decide type of city government and elect Athletic Director and Postmaster. Type of city government due to the Political Desk by 5:15 PM. Complete orientation if time did not permit earlier.  Petitions available at this time for elected city offices from EBOs (petitions should be returned to EBO from your party by 10:15 PM tonight). Names and Political Affiliation of EBOs should be turned in to the Political Desk by 5:15 PM. Name of Athletic Director to be turned in to Sports Director Shane Mata at 5:20 PM.

5:15-6:30 PM                       First Band Rehearsal, Cavalla Room.

5:15 PM                                Names of EBOs due to the Political Desk at this time.

5:15 PM                                EBO's turn in type of city government to Political Desk.

5:15 PM                                Postmasters turn in names to ALJBS office (Bart Luedke Center. Room 257).

5:20 PM                                All Athletic Directors meet with Sports Director Shane Mata and Asst. Sports Director Dominic Santillo in front of Daly Dining Hall.

5:35 PM                                Retreat Ceremony. Rider University Main Mall. Designated Bugler to Report to Retreat Detail at this time.

5:45-7:20 PM                       Dinner according to posted schedule. Athletic Directors should meet during dinner to                                                       organize county sports teams.

7:30-8:15 PM                       Split into city party meetings. Purpose of meeting is to elect City Party Officials. Elect ward leaders, who then choose from amongst themselves City Party Chairman, Vice Chairman, and Secretary. City Party Chairman and Vice Chairman are automatically County Party Officers. They will get together with their counterparts from their sister city to decide the County Party leaders at Monday's County Party Meeting. City Party Chairman should solicit campaign contributions. National Party meet in City Lounge or other designated City location. Federal Party meet in rooms listed below.

8:20-9:10 PM                       General Assembly in Cavalla Room, Bart Luedke Center. The role of political parties in the political process. Thomas Byrne, former Chairman of the New Jersey State Democratic Committee.

9:15-10:10 PM                    General Assembly in Cavalla Room, Bart Luedke Center. Mission: Iraq . Iraqi war veteran recants his stories from the front lines of the war against terrorism. Capt. Bernard O'Neill, U.S. Air Force, Pilot.

10:15 PM                              City Party Chairman Only may purchase campaign material at this time from City Counselors. EBOs only should pick up election forms for city party elections from the City Counselor.

 

10:15 PM                              Petitions for City Offices should be turned in to EBOs at this time. EBOs should                                                                 review and certify them and turn them in to City Counselors for review.

10:15-11:15 PM                  City Party Meetings in same locations as 7:30 PM evening meeting. City Party Chairman to run meeting. Purpose of meeting is to nominate Candidates for City Offices. Complete the Election Process from the top of the slate down. Citizens vote for the candidate of their choice. Winners are announced and the names should be taken to the Political Desk immediately (upon verification by City Counselor). If time allows, party should work on city party platform.

11:15 PM                             Quiet Time. The delegates should read and review the following in the Manual: Review pages 4-13,46-48, and A22-A25; Read pages 13 - 32, County Government and State Government; Read pages A25 - A29, ALJBS County Party Constitution and By-laws.

 11:45 PM                             Lights Out.

 

MONDAY, JUNE 20th

6:30 AM                                Rise and shine!

6:55-8:20 AM                      Breakfast according to posted schedule and clean up.

6:55-9:00 AM                      Informal Campaigning by nominees for city elected offices in city area and dining hall.

8:05 AM                                Both EBOs from each city to pick-up ballots for city elections from Political Desk.

9:00-10:15AM                     Municipal Elections. Cities meet in City Lounge. City Party Chairman to run the meeting. Election to be run by EBOs. Citizens will remain in city lounge until the winners have been determined. All ties will be run off immediately. Results should be taken immediately (verified and signed by the city counselor) to the Political Desk by the EBOs. Upon election Mayor should have the cities citizens recite the Boys' State Oath.

 

MAKE SURE THAT THE MAYOR AND THE COUNCIL (ALONG WITH THE EBOs) KEEP trACK OF ALL ELECTED AND NON-ELECTED POSITIONS AS WELL AS ORDINANCES PASSED FOR INCLUSION IN THE CITY MANUAL.

10:20-11:20 AM                  Seminars at posted locations. Attendance is not optional.

11:30 AM                              City pictures at Luedke Center front steps by schedule below. City should be lined up smallest to tallest and statesman should not bring books with them. After each city picture is taken, band members should remain for the band group photo.

11:55 AM-1:20 PM             Newly elected Mayor and City Council to meet to organize and begin to discuss city business. Mayor to start making political appointments.

1:30-2:15 PM                       General Assembly in Cavalla Room, Luedke Center. Delegates should come dressed for sports (Boys' State shirt and shorts). Welcome to Rider University. Types of county government. Selection of county descriptions. Speakers include: Lucylle Walter (Board of Chosen Freeholders, Mercer County); Jeremy Minarcik (Dean of Staff, Selection of County Descriptions).

2:15 PM                                Odd # city EBOs pick-up petitions and Type of County Government Form from City Counselors for distribution at county meetings.

2:20-3:15 PM                       County meetings in rooms assigned below. Decide type of county government that best                                                    suits your two cities and your county's description. Mayors from each city to run the                                                         meeting. The 2 mayors should meet ahead of time to coordinate. Petitions available for                                                               County and Legislative Offices. Petitions are due in by 8:45 PM tonight to EBOs.                                                        Delegates should attend meeting dressed for sports.

3:30-5:30 PM                       Sports. All delegates must wear Boys' State shirt with badge attached to the recreation area. Statesmen may change once at the area.

3:30-4:30 PM                       Seminar for all Municipal Judges, Prosecutors, and Public Defenders in Bart Luedke Center, Room 245 with Raymond Vanden Berghe and Captain Bill Baig, Pompton Lales, NJ Police Department.

3:30-4:30 PM                       Chorus Practice in Cavalla Room, Luedke Center. Those interested in singing with the chorus should attend this session.

4:00-5:25 PM                       Band Practice in Cavalla Room, Luedke Center.

4:30-5:30 PM                       Newly elected Mayor and City Council meet to organize and continue to discuss city business. Mayor to start making political appointments.

5:35 PM                                Retreat ceremony.

5:45-7:20 PM                       Dinner according to posted schedule.

6:30 PM                                Seminar for Elected City Officials (mandatory):          

Mayors and City Councilman: Bart Luedke Center Theater. Joseph Scarpa, Councilman and Former Mayor, Rochelle Park. (former Boys' State Delegate).

7:30-8:30 PM                       General Assembly in Cavalla Room, Bart Luedke Center. Role of the Legislature. Daily sports results. Speakers include: The Hon. Thomas Kean Jr. (NJ State Senator); The Hon. William Schluter (former NJ State Senator); The Hon. Peter Inverso (NJ State Senator); The Hon. Leonard Lance, (NJ State Senator, Senate Minority Leader and former Boys' State Delegate); The Hon. Herbert Conaway, (NJ State Assemblyman and former Boys' State Governor); The Hon. William Baroni, (NJ State Assemblyman and former Boys' State Governor). Presentation about the role of the American Red Cross and discussion about the Boys' State Blood Drive by Joseph Paprzycki, American Red Cross.

8:35 PM                                City Party Chairman from Odd # city may purchase campaign materials at the Political                                                          Desk.

8:45 PM                                Petitions for Legislative and County Offices should be turned in to EBOs at this time.                                                        EBOs should review and certify them and turn them in to City Counselors for review. 

8:45-10:45 PM                    County Party Meetings. National Party in odd # city lounge. Federal Party in even # city lounge. City party officials select county party officials from amongst themselves. Nominate County's candidate for State Party Chairman. This individual may not run for Governor but can run for Boys' Nation Senator (because he acts as the Gubernatorial nominees campaign manager). Nominate candidates for County Offices, State Senate, and State Assembly. Slate of nominees must be returned to by EBOs to the Political Desk by 11:00 PM. If running for State Legislature, delegates should be thinking of referendum questions that you want on the ballot.

 

11:00 PM                              Quiet time. Nominees for offices to prepare campaign materials and speeches. Delegates should read and review the following in the Manual: Review pages 13-32, A25-A29; Read pages 32 - 36, Office of the Governor; Read pages 42 - 45, Public Safety and Law Enforcement in New Jersey.

11:00 PM                              Slate of nominees for county and state elected positions must be returned to by EBOs to the Political Desk by 11:00 PM. Names of all county party leaders and State Party Chair nominee should be turned into Political Desk by 11:00 PM by the county's EBOs.

 11:30 PM                             Lights out.

 

TUESDAY, JUNE 21st 

6:30 AM                                Wake up!

6:55-8:20 AM                      Breakfast according to posted schedule and cleanup. Prospective candidates for Governor should turn in an index card to their city counselor by 7:00 PM. The card should contain the following information: Name, City, Room Number, Boys' State Party (National or Federal), Hometown, and Post Number or sponsoring organization. Cards may be obtained from Senior City Counselor.

8:00 AM                                EBO's pick up mock ballots for Legislative and County Elections from Political Desk.

8:30-10:20 AM                    County Meetings at same locations as Monday afternoon meetings. All candidates for Legislative and County Offices will speak to the County.     

10:30-11:30 AM                  Seminars at posted locations.

11:15 AM                              EBOs should report to Gym for instructions on the operation of voting machines.

11:50 AM-2:15 PM             Legislative and County Elections at Alumni Gym. Delegates should take mock ballot in to voting booth with them to assist with voting. After you vote, return to city and prepare for city and county meetings. Mayor and City Council should meet at this time. Boys' State Store, Bank and Boys' State open during voting.

11:55 AM-1:20 PM             Lunch according to posted schedule.

12:30-2:30 PM                    College and Career Fair. Cavalla Room, Bart Luedke Center.

1:00 PM                                Municipal Judges, Prosecutors, and Public Defenders meet in front of Conover Hall Entrance for trip to Lawrence Twp. Municipal Court, Honorable James Stahl presiding. Judges, Prosecutors, and Public Defenders should vote before leaving.

2:45-3:00 PM                       County meeting in location outside near both cities (weather permitting). EBOs will announce the winners of the Legislative and County Election. All newly elected officials should complete the tally sheet, which is to be turned in by the EBOs to the Political Desk at 3:00 PM.

3:00 PM                                EBO's to turn in county/state election tally sheet at this time to the Political Desk.

3:00-5:00 PM                       First elected county and state officials meetings (mandatory):                                  State Legislators (Assemblyman and Senators): Sweigart Auditorium. Thereafter, State Senate meets in Sweigart Hall, Room 119 and Assembly meets in Sweigart Hall, Room 115.

3:00-5:00 PM                       State Party Executive Committee meetings. All County Party Chairmen and Vice                                                               Chairmen must attend. WEDNESDAY, JUNE 22nd

6:30 AM                                Wake up! Prospective Gubernatorial Candidates pick-up petitions from the Political Desk in front of Luedke Center. Petitions must have 45 signatures from members of your own political party. All petitions must be returned by 8:15 AM (SHARP).

6:55-8:20 AM                      Breakfast and cleanup time. City Counselors should turn in final city roster to the office by 8:00 AM. Prospective candidates for Boys' Nation Senator should turn in an          index card to their city counselor by 7:00 PM. The card should contain the following          

Information: Name, City, Room Number, Boys' State Political Party (National or Federal) Hometown, and Post Number or Sponsoring organization. Cards may be obtained from County Counselor or Senior City Counselor.

8:15 AM                                Gubernatorial Candidates may purchase campaign materials from Political Desk.

8:30-9:30 AM                      State Party Conventions. Federal Party in Yvonne Theater. National Party in Cavalla Room, Bart Luedke Center. Each Gubernatorial candidate to speak for 5 minutes. Meeting to be run by State Party Chairman. Q&A to follow speeches. Candidates may purchase campaign materials at political desk immediately following this meeting.

9:30-10:30 AM                    Boys' State Legislature to meet at this time. Senate in Sweigart Hall, Room 119 and Assembly in Sweigart Hall, Room 115. County Leader and Freeholders to meet at this time in odd numbered city lounge.

9:30-10:20 AM                    Cities meet in City Lounge to fill vacancies for city offices. Senate, Assembly, and                                                             Freeholders to meet. Informal campaigning by Gubernatorial candidates. Statesmen to  work on city and county manuals.

 10:30-11:30 AM                  Seminars at posted locations.

 11:55 AM                              EBOs should eat lunch at this time.
